Great House Farm — Independent Review Register
Allegations, documentary anomalies and unanswered requests are not findings of fraud, concealment, discrimination or official misconduct. Each issue requires a defined proposition, primary evidence and consideration of material contrary evidence.
| Issue | Minimum evidence for assessment | Required independent decision | Current status |
|---|---|---|---|
| Historic title and parcel boundaries | Original conveyances, title registers, filed instruments, title plans and a documented chain for each parcel. | Property counsel to identify what is established, disputed and legally unresolved. | Unresolved pending document-by-document reconciliation. |
| Scope and effect of possession proceedings | Sealed order, schedules/plans, pleadings, judgment, transcript and execution records. | Counsel to state precisely what the court decided and what it did not decide. | Requires primary-record comparison. |
| Possible false statement or forged record | Exact statement or instrument; author and date; proof of falsity; evidence of knowledge and use; relevant legal duty and material consequence. | Solicitor to identify a specific civil wrong or suspected offence before referral. | No finding without identified primary evidence. |
| Possible concealment or improper record disposal | Custody and retention duties; inventory or audit trail; search/disposal records; evidence of deliberate suppression rather than loss, routine disposal or an incomplete search. | Relevant records custodian or independent investigator to determine what happened and who was responsible. | Distinguish missing, destroyed, withheld and not-yet-located records. |
| Potential conflict involving a public official | Named role, specific decision or action, contemporaneous record and evidence connecting the individual to it. | Request conflict screening and suitable independent handling where the evidence justifies it. | No blanket presumption against a department or individual. |
| Police conduct | Identified officer/unit, incident or decision reference, relevant correspondence and evidence of the alleged act or omission. | Appropriate complaints or oversight route to decide allocation and independence. | Independence must be based on a defined conflict, not assumption. |
| Ethnic motive or state policy | Contemporaneous statements, directions, policy records, evidence of intent and relevant comparator cases. | Independent legal/historical assessment against the applicable definition and jurisdiction. | Dispossession alone does not establish ethnic cleansing or a state-directed policy. |
| Information-access dispute | Original request, refusal, calculation, search details, review result and the applicable statutory provisions. | ICO or relevant ombudsman to assess within its remit; keep this separate from proof of a land-related offence. | Procedural dispute; no inference of substantive fraud from refusal alone. |

| 1. Evidence preservation | Original file or certified copy, source, custodian, date obtained, file hash where appropriate and an unaltered preservation copy. |
| 2. Issue definition | One factual proposition per issue; primary source; contrary evidence; evidential gap; and explanation of why the matter is material. |
| 3. Independent legal assessment | Written view on jurisdiction, legal elements, limitation, available remedy and whether the evidence justifies referral. |
| 4. Referral | Specific alleged act and relevant dates; indexed evidence; previous disclosures and responses; any documented conflict; requested assessment, not a demanded outcome. |
| 5. Decision and remedy | Acknowledgement/reference, allocation decision, request for further evidence, findings or reasons provided, and review route. |
Record each finding as substantiated, refuted, unresolved, insufficient evidence or not assessed, with reasons and source references. Non-response, resistance, association between organisations or knowledge of another party's position is not, by itself, proof of collusion.
